The
Citizens' Assembly of Blanco County in January
of 2000 teamed with the Texas Center for Policy
Studies and the University of Texas, Austin, to
conduct a detailed Community Attitudes Survey of
Blanco County. This
process was intended to address the current
needs and desires of the population regarding
transportation and recreation, maintaining the
quality of life and beauty of the communities,
and preparing for continued population
growth. The
survey enjoyed an impressive 31.5% response rate
from local citizens. A number of focus groups
were established in response to identified
concerns. The Wheels & Feet Task Force began
work first on traffic safety issues, especially
as pertaining to school traffic safety, in March
of that same year.
A two-year
assessment and planning process was undertaken
in October, 2000 with guidance from the
National
Park Service Rivers, Trails, and Conservation
Assistance Program
(RTCA).
With the help of a professional community
planner from the National Park Service, a
comprehensive trails network concept has been
developed.
